中國國際救援中心集團董事局主席康海秀:中國國際救援中心集團始建于2018年2月20日,是大型國際救援組織。該機構自成立以來,歷經7年的發展,我們面向海內外開展緊急救援。主要在抗震救災,抗洪救災,疫情防控,包括道路救援,醫療衛生救援等多個領域實施救援救災。中國國際救援中心集團始終秉承以人民至上,生命至上重要思想論述做指導。我們始終堅持人民至上,生命至上的原則。我們在隊伍建設過程中,形成內練基本功,外樹形象,不斷增強隊伍的戰斗力。我們始終牢記肩上扛的重擔和使命,我們不斷加強隊伍的刻苦訓練,不斷鉆研訓練技術和技能,以此提升救災作戰能力。通過7年的建設和發展,我們先后參與海外各類抗震救災,抗洪救災,包括國內抗震救災,抗洪救災,疫情防控等救災工作。我們在國家領導下,地方各部門的協同協作下,我們深入到災區的第一現場,包括運送物資,協調緊急調動各方力量,開展人道主義救援。我們在救援救災的現場,及時運送物資到達災區,緊急疏散受災群眾,緊急配送各類應急裝備,我們積極協同各部門和消防部門開展緊急救援工作。我們在多年的建設和發展過程中,中國國際救援中心集團公司,以企業化建制,以公益化先行,我們本著搶占時間,挽救生命為原則,開展國際國內救災工作。我們不斷加強技術裝備,研發生產,包括應急產業的快速發展,形成公益加效益共舉發展。我們加強隊伍力量多元化建設,本著逢山開道,遇水架橋的救援精神,不斷增強隊伍的信念和信心,做到平時服務,急時應急,災時應災,戰時應戰。建立了完整的救援體系,2025年我們將加快發展步伐,讓隊伍實現全球化發展。我們的隊伍立足華夏,輻射全球。今年中國國際救援中心集團繼續努力擴大志愿者隊伍發展,并力爭在全球50多個國家建設分支機構和派駐隊伍。

President KANG Haixiu:China International Rescue Center Group Co., Ltd was founded on February 20, 2018, and is a large international rescue organization in accordance with the law. Since its establishment, this organization has undergone 7 years of development, and we have carried out emergency rescue operations both domestically and internationally. We mainly carry out rescue and disaster relief in various fields such as earthquake relief, flood control, epidemic prevention and control, including road rescue, medical and health rescue, etc. The China International Rescue Center Group Co. Ltd has always adhered to the important ideological discourse of putting people and life first advocated by China government as guidance. In the process of team building, we aim to cultivate basic rescue skills internally, establish a positive image externally, and continuously enhance the combat effectiveness of the team. We always bear in mind the heavy burden and mission we carry on our shoulders. We continuously strengthen the diligent training of our team, constantly specialize in training techniques and skills, in order to enhance our disaster relief combat capabilities. Through 7 years of construction and development, we have participated in various overseas earthquake and flood relief efforts. Under the strong leadership of the Party Central Committee and the collaborative efforts of local government departments at all levels, we went deep into the first scene of the disaster area, including transporting supplies, coordinating emergency mobilization of various forces, and carrying out humanitarian rescue. We are on the scene of rescue and disaster relief, timely transporting supplies to the disaster area, evacuating affected people urgently, and distributing various emergency equipment. We actively cooperate with government departments at all levels and fire departments to carry out emergency rescue work. In the process of construction and development for many years, China International Rescue Center Group Co., Ltd. has adopted an enterprise oriented system and prioritized public welfare. We adhere to the principle of seizing time and saving lives, and carry out international and domestic disaster relief work. We continuously strengthen our technological equipment, research and development, and production, including the rapid development of the emergency industry, to form a joint development of public welfare and benefits. 《鄧婷訪談》:康主席,據悉您帶領的中國國際救援中心集團已經在國內國外都做出了突出的貢獻。包括河南7.20特大洪水、上海武漢特大疫情防控、北京水災、土耳其援助、2025緬甸地震援助等等,能否請您分享具體細節?

中國國際救援中心集團董事局主席康海秀:中國國際救援中心集團,歷經7年的發展,我們先后搶大災,救大險。從來沒有放棄過任何救援的機會。在河南千年不遇的大水大災面前,我們先后調集中國國際救援中心集團旗下的各省救援力量,第一時間到達抗洪救災現場,緊急調動救援物資,支援河南抗洪救災。我們轉移受災群眾不計其數,包括向河南災區捐贈的物資,第一時間抵達河南災民受災現場。在過去的幾年里,發生了全球席卷的疫情,在疫情防控工作當中,我們緊急調動中國國際救援中心集團各省各市的救援力量,先后協助開展疫情防控工作,包括核酸檢測,運送物資,先后向重災區河北和上海捐贈蔬菜,物資。我們及時有效的協助政府進行各類核酸檢測等疫情防控工作,受到了黨中央,中央文明辦,上海市委統戰部,及上海寶山區給我們發來的感謝信!這一幕幕的救援,和我們的救災工作,充分的展現了人民至上,生命至上。我們在黨中央和地方政府的堅強領導下,有決心,有信心做好救援工作。做到人人參與,人人應急的理念。作為大型國際救援組織,我們始終秉承逢山開道,遇水架橋的精神,一如既往的做好救援工作。在此,我再次感謝社會各界給予國際救援組織的支持。

President KANG Haixiu:During 7 years of development, China International Rescue Center Group Co. Ltd has served major disasters in risks. I have never given up the opportunity to rescue with this. In the face of the worst flood disaster in Henan Province, we successively mobilized the rescue forces from all provinces under the China International Rescue Center Group Co. Ltd, arrived at the scene of flood relief at the first time, and urgently mobilized relief materials to support Henan's flood relief. We have transferred countless affected people, including donated materials to the Henan disaster area, and arrived at the scene of the disaster in Henan as soon as possible. In the past few years, there has been a global pandemic. In our efforts to prevent and control the epidemic, we have urgently mobilized the rescue forces of various provinces and cities under the China International Rescue Center. We have assisted governments at all levels in carrying out epidemic prevention and control work, including nucleic acid testing, transporting supplies, and donating vegetables and supplies to the severely affected areas of Hebei and Shanghai. We have timely and effectively assisted the government in various accounting and testing work for epidemic prevention and control, and have received gratitude letters from the Party Central Committee, the Central Civilization Office, the Shanghai Municipal Committee, and the Baoshan District Government of Shanghai! 《鄧婷訪談》:康主席,據悉您在踐行2023年9月1日起施行的《中華人民共和國領事保護與協助條列》。請問全球政商企交流合作聯盟國際救援委員會和中國國際救援中心集團如何就海外領事保護針對性發揮特殊職能?

《Murphy Interviews》: President KANG, I learned that you are implementing the《Regulations on Consular Protection and Assistance of the People's Republic of China》implemented by Premier Li Qiang on September 1, 2023. May I ask how could your organization play a special role in targeted overseas consular protection?

President KANG Haixiu: In the past few years, the Chinese government has proposed plans to establish overseas consular protection. After the implementation of the "Regulations on Consular Protection and Assistance of the People's Republic of China" signed by Premier Li Qiang in 2023, China International Rescue Center Group Co., Ltd quickly organized a special team to study the regulations. China International Rescue Center Group Co., Ltd is based in China and serves the world. We are committed to strengthening the safety and protection of the lives and property of overseas Chinese. As a large international rescue organization, China International Rescue Center Group Co., Ltd has conducted research and analysis, organized various experts and talents to carry out overseas rescue work and services. We have established rescue missions branch in countries such as Southeast Asia, Myanmar, Thailand, and the Philippines. At the same time, we have accelerated the construction of overseas consular protection teams. We have selected and trained a large number of retired military personnel through strict selection and training, and enriched them into emergency rescue teams. To provide safety protection for overseas Chinese students. Ensure the personal and property protection of Chinese citizens overseas. We expect to establish the first 300000 to 500000 consular protection teams overseas this year. We will send the first batch to pilot countries in Southeast Asia to carry out fund rescue services.
